I'm speaking about the broadcast being hacked, not the show.

The show and movie were great... the hack is what sent chills down my spine.

In case you're still lurking about and still need the answer...or somebody else who's equally clueless stumbles upon this...here's the story in a nutshell:

On November 22, 1987 at about a quarter past 9 PM, a Chicago TV station was broadcasting the sports segment of their news program, when an unknown hacker cracked into the computer the station used to control their broadcast, and changed the feed to a video of somebody wearing a mask of then-popular TV character Max Headroom, swaying as if talking animatedly to the camera while the background swayed and shifted behind them. The audio consisted only of an odd electronic grating noise. Two hours later, the same hacker cracked into another station, which was broadcasting an episode of Doctor Who at the time, showing similar video, but this time with a distorted voice jabbering nonsense at the camera. At one point, the masked figure bends down and pulls their pants down to expose their ass, and a second figure steps slightly into frame to start whacking said ass with what appears to be a riding crop.

The FBI and FCC ran an investigation, but the hacker was never caught.
