It's not from a movie or anime. It's a way of clearing a mag from an AR-style receiver one handed to avoid hangups from gravity only drops. It's easily done by pressing the mag release and quickly rolling the rifle with your wrist.
You don't see it frequently because any professional fighter will practice mag retention unless things have gone really bad. Mob bosses however are not concerned with resupply of ammunition aware from a depot.

But if you're looking for a different answer, this particular method of popping out a mag was made recently popular by John Wick. (hence the tag.)

I remember seeing that reload in COD:MW3 for the CM-901 or smth like that.

I guess not something for real life. Usually no one would really want to lose a mag or throw it away they are not that cheep even the full plastic ones.
