WebM is video and Flash is software, so running flash to get thumbnail is huge security risk compared to video.
Also I wouldn't hold my breath, because flash content can't be viewed regularly within few years anymore anywhere, so making effort to thumbnail risky stuff which is already phasing out doesn't sound too good.

You can download Flash projectors to view Flash files. Running them in virtual machines is completely safe too, if that's a concern.
