Memberwell as @Dark put it you need a converter and windows movie maker though I have Movie Studio 13 so I can make subtitles that pop more, you just export it as an avi and then convert back to webm and it should be fine.

I can make subtitles on a PC, I can change the rating and add tags in the post, but I can not change the file without subtitles to a file with subtitles.

MemberIt is not. Actually, it's just an entertaining story which demonstrates various examples of trickery and savvy. Armenian mentality is all about that. To be honest, I can remember no propagandistic cartoons in my childhood. They probably existed before 70s or 80s, but since then they turned irrelevant and boring.
Well, the story tells how boy with his grandfather have discovered a jar with sea king trapped in it. The king is old and wants to turn the young boy into his successor and steals him from his grandfather. He tries to force him to accept his offer and make him learn how to make ships drown in storm, salvaging them for gold, promising to marry him with his daughter, that singing fish-head lady.
King starts teaching young boy magic and shows the spell that allows boy to turn into anything he wants. The boy tries it, becomes a fish and tries to escape, but then realises that spell doesn't allow him to turn back into human. He tells sea king (who refuses to tell him the second spell to turn him into human) that he is old and probably forgot the second spell. The king buys it and pronounces spell aloud to check if he remembers it right, making it known to young boy.
Then, boy says that he accepts his offer, but there is the only thing that he can't understand, which is how king managed to fit himself into the small jar, tricking him into entering it and then sealing it with a bung and successfully rejoining with his family.

BlockedHe is right actually. Yup, trickery is one of the ideas, but there is another one - a choice between wealth, power, "successfull" life and your conscience, family and society at all. Maybe i'm not quite right using the word "choice" cause the boy knew from the beginning which of the options is definitely wrong. You can see how the underwater people sink ships with people on them (you actually can't see any sailor, but it is heavily implied) only to get more gold just to leave it at the bottom of the ocean (like local treasury), how they devour each other (cult of the strong), a little symbolism here and there (the gold crowns that turn into a trap f.e.), so yeah, i believe the cartoon makes you think that greed, egoism and indifference to others' fate are "bad". Of course there is no explicit equality "the boy's people = USSR"/"underwater people = The West", though it may feel so.
