no they are purely a random occurrence from what i understand. Planewalkers are rarely children of other planewalkers, although there are likely some who are, due to the whole multiverse thing. although it is likely outside of the story we see in M:TG as i heard that there is something cutting off a part of the multiverse from the rest of it, so planewalkers can't traverse the aether to the rest of the multiverse outside of the established planes we see in the story
