I'm not sure it should be. I mean yes, his head is already in the dragon's mouth, but he's not getting eaten just yet, even though he's about to be, potentially.

And that is exactly why imminent_vore should be a tag. And, since vore of any kind is being used, including imminent_vore, vore should also be a tag.
