There's vegetation right below him, and it's raining, if he were so high up that birds couldn't live, he'd be on a barren mountain in the snow, and I figured it was obvious, but you can't see his tailhole because it's literally just covered up. You can even see a slight parting in the scales leading up to it.

It does not prove there's no tailhole, if I cover something up it doesn't cease to exist. Second of all, have you ever heard of a sun shower? It doesn't have to be completely cloudy for it to rain.
