What is even happening in this picture? Why is she outside at the fountain with almost nothing on? And if it's hot, why does she care if some water splashes on her? It can't be because if her shirt gets wet we'll be able to see through it because we can ALREADY see through it while it's dry. Plus her privates are on full display! Admittedly this was drawn from full perv angle, but still... Kinda late in the game to act shy or like a little water spray is a big shock.
