Firefighters rescuing cats from trees does happen, or did just a decade or two ago, at least. Mind you, they usually did it just by spraying some low pressure water at the cat to persuade it to climb down on its own.

Maybe she's scared of the firefighters?

Cats only go up what they can come down from. Give her some time, and wll will be good.
