Hence the 'get away with it' part, yes. Though I did see a crazy story about a guy that was watering his yard in the nude (with a hose, mind you) where the whole neighborhood (including children) could see and legally nothing could be done to stop him because he was on his own (not-fenced) private property. But I'm pretty sure the laws (in whatever state that was) were the exception to the rule.
