Intelligence agencies don't really need a license to kill.

They just do.

Of course, this doesn't mean they can just go around killing people. Agents are sanctioned to use lethal force as necessary, though - Assassinations, self-defense from local authorities, dealing with guards/witnesses/assets, engaging targets, etc. Can't just shoot Eric from Starbucks because that cunt gave you the wrong order for three goddamn weeks now.
