Underage is highly debatable ince you introduce the concept of species that mature t different rates.

Kobolds, as an example, are physically mature by about 7 years, which sounds pretty bad, but they also have a life-expectancy of, at most, 40-50 years. This is not counting wanton slaughter by travelling murerhobos.
