Well... when you stick your tongue out reflexively is usually to take bigger breaths to get more oxygen around your body faster so that you can still run if there is a chance of, for example let's say... a predator chasing you. More oxygen means more energy and, most likely, adrenaline getting you to move faster even when you are tired.

So if your tongue were to lay against your top lip when you are upside down then it would block the pathway to your lungs and it would defeat the purpose. ;)
