Technically, yes, but only because the definition of bestiality basically means with anything not human and is based in real life where obviously humans are the only sapient life known. In a world where intelligent and sapient anthropomorphic animals existed the definition would likely be changed to say not-sapient instead, or, the word would remain but not have anywhere near the negative connotations and there would be a different word with the same negative connotations to mean with something not sapient instead.
