    I think that's a japanese-style opaque paint pen. You press the end a few times and it fills with acrylic, then you can use it on stuff. I have seen them drip like that sometimes when they're pressed too many times separately, which probably would happen when they're checking off the score on the prom queen's thigh there -_o

    Also, the paint markers people use for graffiti (both the ones you make yourself and the ones you buy). Probably the same things samifox is talking about.
