MemberPretty sure that's always been there. It's part of their standard guidelines for logo usage.
They aren't rules for what content people are allowed to create with the concept of Twitter's logo, these are regulations for how the logo is used in a professional context. While it technically does say you're "not allowed to anthropomorphize the logo", that's only when you're using the logo in a professional setting.
As a graphic designer, it's a little painful to see people so monstrously misunderstanding why Twitter has a rule about anthropomorphizing their logo. As an artist and appreciator of fluffy ladies, I love the results. Carry on :p
