I've been reading since day one and I grew up knowing every Monday around 6 PM EST a new page would come out to see the evolution of the style change over the span of the comics life I mean seeing Sam wouldn't surprise me as in the beginning you can see Lust change genders so Being able to evolve into any evolution at will isn't that far fetched. I've spent more time typing this then I have on a research paper.

Probably because it's only a temporary evolution, like mega evolution, and this is the artists way of saying "Don't panic guys, it's only temporary!"

It's a special ability/power Sam has. He can basically evolve into any Eeveeloution he wants to (whenever he wants to) without any use of elemental stones or what not. This is just in the early stages before he really had control over it.
