really depends on which way the creator made them. If they're conjoined twins in the sense that they were twins and never fully seperated in the womb, that's up for question if it's incest. Otherwise - selfcest if they're both part of the same person?

I would classify this as both selfcest and incest, as they're shearing a body, but the heads are clearly different dragons, maybe there should be a tag for special cases like this, maybe "inselfcest"?

If it is a case of conjoined twins this would be incest as conjoined twins have separate identities that is if they love each other there's a difference between experiencing mutual pleasure then incest as incest is the romantical or sexual love between two in the same family it's confusing but this technically isn't incest.
