dunno, i used an online converter to get a webm, seems to skip frames on some video players, but not on others. If anyone has any advice on how to get proper videos onto here, I'm all ears.

it seems fine in all 4 ways that i tried to open it - old Firefox, new Firefox, Chrome, and MPC. remember that if something is not working properly the problem may not be because of the file, but also because of the player. if i were you, i'd try using ffmpeg rather than some weird ass online converters (with bigger files you'd also stop wasting time on uploading/downloading them) - as long as ffmpeg works with whatever source file you use, because it's clearly not the .gif that is on FA.
PS: the .gif, and it seems also the .webm has every other frame empty - what's up with that? :T

1. Avoid online converters (altough this one seems about allright outside bloated bitrate). 2. If loop is small (1 second or under), simply looping it twice or thrice makes the issue for those who have it less obvious or annoying.
Chromium based browsers (chrome, opera) are usually good with looping and with local playback MPC-HC has been most consistant to the point I use that for testing that shit works properly. I remember older firefox versions skipping last frame of video files and something like VLC just spazzes the shit out when it's time to loop.

If you look up any tradidional frame-by-frame animation, really common practise is to animate at 12 FPS and most common export is 24 FPS. This way you also have leeway on changing framerate of the animation if necessary for moments with more action and impact and then when there's nothing happening.
From technical standpoint this is also non-issue. With GIF files, when nothing changes in frame, it just tells the frame to be blank, which takes like couple bits in filesize. Same with video, altough depending on older codecs like flash video, first frame might be more compressed, but as second frames are bit higher quality framerate only serves to improve upon overall quality.
