No, I think she's been sentient the whole time, just mute. The fourth panel is her realizing that this is going to be her last opportunity to express her feelings.

Keep in mind that it has a Templar Slave Collar as one of its components. It might have actively prevented her from speaking.

Well, she's had no problems making various squirrel noises with the collar on. I think she simply has trouble with speaking because she's not used to it.
