Yeah, modern definitions for any "phobia" include "Or an aversion to," so, any strong, irrational dislike of something is also classed as a phobia. The attitude in this image in particular absolutely fits into that definition.

I like this image for the art... I just don't like the language personally or how it's degrading the other character... but since it's also a fetish I guess that's ok since it's just art.

You just have to go talk to different artists, and see if they're willing to do anonymus art. Keep in mind that some may charge a little bit extra because they can't post it on their socials. If you're just looking to get some extreme fetish art done, there are plenty of artists (especially furry ones) who do that publicly.
