Well, considering Josie, the cat in question, is missing the bottom half of it's body with no negative consequences she can't exactly be adopted by anyone. She isn't confined to a cell or anything terrible. She is allowed to wander the non-restricted areas of the facility she is at and allowed to interact with anyone provided she is not fed cheese. She apparently loves cheese and becomes distressed if not given enough.

On top of that, after an interaction with SCP-187, we know that, at some point in the future, Josie here will (eventually) regain her bottom half.
