First off, that's an elf, which are often exempt from the 'no human-only' rule; and second, note that the rule is that you can't have solo humans or human/human, unless it's part of a set relating to TF or something. The green dude is likely an orc (which makes this not human-only even if the elf was human), but it's vague enough that it could be a dragon without scale details.

TL;DR, the rules are being enforced because no rule is being broken.
