he didn't. You just have a threshold which comments bellow a downvote amount no longer appear. That can be changed in your profile settings.

One time I was very pleasantly surprised thinking I had found a new artist with a similar style to one I was following.
Sadly, the image simply wasn't tagged correctly. That was disappointing.

Personally I like when I find artists who have similar styles as my favorites. It means there's more to enjoy.
