Isn't it possible for EVERY pokemon to speak? With a lot of practice it was possible for meowth.

Yes, but it seems to cripple their overall potential. In one episode, Meowth states that he put so much effort into learning how to speak, that he never learned Pay Day, which is kind of the Meowth's signature technique.
