MemberThis is one of those images that really does make me think about our rating system. Yes, she's clothed. She's also by herself.
At the same time, we've got: (a) a skimpy outfit teasingly playing up her big breasts, toned butt, and thick thighs, (b) a suggestive pose pointing the eye right to certain places, and (c) a naughty facial expression with stereotypical bedroom eyes to where it's not literally possible to look more seductive.
I'm not saying that we need to change the system. This is also, it has to be said, some immensely talented artwork. Just saying that a lot of material labeled as 'safe' are things that I really wouldn't want to be caught looking at in public, hah.

MemberLook at images uploaded by Millcore and you will also find nude butts rated similarly "safe", as well. I do not believe there is a universal rating system, some people just have a questionable concept of what is "safe" or not. There are some bots on discord which allow searching of e621 of images rated "safe" in channels marked SFW, and examples of images like that being rated "safe" instead of questionable means it's hardly going to get actual SFW pictures.
I think that's what the "Questionable" rating is supposed to be for, exactly. Not some kind of strict linear definition of "nipple visible = questionable", but to mark all pictures that are not in fact "safe" to look at in public or a work place (what the safe rating should imply), but don't meet the criteria for being marked as explicit (which does actually have some well-defined criteria)
