    Because some artists want to keep the high res versions private, because they do patreon or art packs or similar. You'll see it mentioned in a bunch of artist TOS's.

    IMO? High res versions should always be for public viewing, the typical 1280px is way too low for modern screens. I only commission artists who let me upload full res versions these days.

    i find it to be a huge dick move to restrict commissioners like that just so they can make more money (COUGH Danza, blitzdrachen, etc.)

    i wonder how this would hold up in court?

    the worst thing i find that an artist can do is upload the picture with "web" or "small" in it's filename (mainly talking about FA here), because then i know that a bigger version exists, and that for one reason or another, i'll probably never see it
