For future reference: Technically the bottom character as they appear in this specific image should only be tagged as a gynomorph (formerly dickgirl) and not herm.

In accordance with e621’s strict ‘tag only what you see’ rule, both male and female genitalia (penis and pussy) must be visible (or clearly implied) on the character for that tag.

The point of tags are to represent what is visible to any random viewer, not be based on previous knowledge such as what a character is ‘meant’ to be by their creator.
