On what basis is this "higher-quality"?

The previous upload used the image that was uploaded by the commissioner. This upload uses the image that was posted in your FA gallery, which has slightly less compression artifacts and is identical to the Inkbunny and Tumblr sources. Here is a comparison of absolute regions of pixel differences - https://ibb.co/vDfY53p (non-black regions differ) - and you can compare artifacts by eye by zooming on in regions like the hairtips and locker details.

Gonna add to songbirds statement, because even though yes, pixels being altered is sign something is altered between versions, but it's also sometimes nice to look at what and how.

To me it seems like the basic case of commissioner simply uploading the highest quality file to FA and letting FA handle it, where the artist upload is manually downscaled beforehand. What partially confirms this is that the commissioners filename says .png when it's clearly JPG. So even though the resolution and filetype are technically the same, there's huge difference still thanks to how furaffinity handles files.

The noise on locker door is gone and replaced with visual macroblocking, reds and greens are bit more gray and soft, clear compression artifacting around high contrast edges.
JPG was designed to be a format to compress photographs without visibly noticeable alteration to image, so sometimes the differences are invisible unless you know how the format works or what to look for (or just alter the image, e.g. invert colors, zoom, etc.)

Downscaling to 1280px is best approach to avoid degradation of the artwork further, using PNG will then also ensure integrity of the content better, uploading larger content would require reuploading the submission immidiately after upload.
