I don't know. Perhaps someone who added the tag doesn't know the anatomy of female spotted hyenas. I removed it.

I could be wrong but unless the character on the left is a Hyena as well (to me shi appears canid, albiet with small breasts), Shi appears to be an intersex

Disclaimer: I did not post the original tag, I just think it looks like a intersex docking with a female hyena's psuedo penis.

The character on the left can also be a male with well-developed pecs. To me, he looks more like a male, but maybe a little girly.

The one on the right is not exactly a penis. It's the erect clitoris of a female spotted hyena called pseudo-penis. You can see more of it in the images below.

It's not docking. Docking is sheath or foreskin penetration only, not penis in penis/pesudo-penis

I checked this guy's FA and the canine is male. That's why he has small breasts. As for being intersexed, he lacks a vagina.

Actually they do. The urethra is located above the vaginal opening, just over where the penis is in this picture, although it doesn't appear to be drawn on. How do you think female hyenas would pee?
