Two, to answer it, '...as in?' <the person you quoted for this question doesn't seem to know what is and isn't a troll, to troll is to basically make fun of something or say/type something that purposely incites a negative or angered response from another party for the troll's own enjoyment.
This is not a troll, meme's are meme's and whether taken one way or the other can't really be considered 'troll devices' considering they entertain people of a wide variety whether they liked what the meme touched on or not.
