Question is what does he mean by fixable.

Notice how high the bullet hole is. She definetely passed out from shock but the gunshot is so high maybe it didnt damaged brain that much. In coclusion, she may still be alive.

"and so the courier who was shot outside goodsprings, cheated death once again."

I might be wrong here; but given just how little blood there is despite seeing the bullet trailing behind her with blood on it mixed with the height of the shot i think the bullet may have actually just skipped off her skull. Breaking the skin and applying enough force to knock her out, but leaving her relatively unharmed compared to other headshots.

To be fair a skipping the skull shot with a gun would usually clock someone out anyway just from impact. but the huge lack of blood from an entry wound means the shot likely went JUST wide enough to avoid an actual entry. but we also can't see a bullet lying about anywhere. but i also have a funny suspicion about his use of the word 'fixable' as well.

there's also the matter of what's going to happen beyond this since i heavily doubt he's gonna stick around after cutting it this close. and there's still the matter of who has HER gun she should have had for this as she originally intended.
