If I understand the lore correctly, Whisper used to work for XCOM back during the resistance war, and when Torque was captured, she made an agreement with Whisper that she would be released from jail if she helped 'train' XCOM operatives...which basically amounted to her being living target practice.

Offered to serve as OPFOR ("Opposing Force" training for post-War XCOM soldiers-in-training because, in her own words, "detention is boring, and this way I can still fight XCOM."

I was given to understand that this was Cmdr. Kelly's offer. I suspect the situation with Whisper is intended to be a sort of "noodle incident".

Based on the art I've seen here alone I'm left to believe there's reasonable tension between the two. Even the snapshots of her dialogue are telling me she'll be a favorite character of mine. Just picked up Xcom 2 while it was on discount, can't wait to beat it and play some CS.
