They've always been associated with eachother since they're basically counterparts and they have history together. The main reason for the sudden uptick is because Redd wasn't in the new game at launch but got added in a recent update, which people jokingly frame as him having tracked Nook down just to fuck with him some more

Also, I think it's now a matter of them being opposed philosophically when it comes to business. Nook is a firm believer in honest business, setting down roots and being a tanuki of his word. Redd is a shady purveyor of goods that may be illegitimate, a vagabond who drifts from place to place, and is perfectly keen on lying to make the bells. So there's probably an ongoing professional feud as well
