Ice has more practicle uses as well, can slow or freeze opponents, can be made into temporary structures like weapons or armor. Maybe can be used to reflect light and blind people.
What can fire do? Heat up stuff and burn.

Cauterize wounds
Cook food
Remove evidence
Cause 'accidents'
Retain warmth in cold weather
Boil seawater (to produce drinking water)
Etch writing into flammable surfaces
Produce ash and coal to ALSO help write/draw
Create smoke signals
Cause distractions

So on and so forth. Both magic ice and fire have their merits. But there is a reason that fire to this day is the oldest form of technology.

Also, fire has more intimidation and psychological effect. Most living things don't fear Ice. But Fire? There's a base, primal fear of it.
