Ice has more practicle uses as well, can slow or freeze opponents, can be made into temporary structures like weapons or armor. Maybe can be used to reflect light and blind people. What can fire do? Heat up stuff and burn.

So on and so forth. Both magic ice and fire have their merits. But there is a reason that fire to this day is the oldest form of technology.
