You actually could shoot him in the arcade version. Nintendo removed the best part for the home version.

Yes. Shots from low going out the top will be more spectacular. Just Google search sniper shots with the M82/M107. Sure there are some on there of exploded heads.

Duck Hunt for the NES, and also an arcade game.

The dog laughs at you if you don't hit any ducks when shooting at them. In the arcade version, you could shoot the dog, and he would pop up in bandages and angrily tell you to shoot the ducks instead of him. This was removed from the home version.
