I've read this comic, and while it's good I just can't help but wonder if the company's ever faced a situation where one of their workers actively refuses to take part in any of the sex. Like how many complaints of "Bob refused to bend me over and fuck me" would be made about that one worker?

These are questions that need to be answered.

I’ve seen a good few pages of this comic elsewhere and boy am I glad it’s coning here!

Based on my understanding of it, they would simply be turning down a privilege that is being offered to them. In fact, we see an employee threatened with the revocation of this privilege as a punishment, with the wording specifying it as a privilege. So, it would be like if your office has multiplayer arcade games that the employees can freely use, but that one guy simply chooses not to.
As such, people's response to Bob's refusal to have sex would probably be something along the lines of looking for someone else to get the job done, and eventually just leaving Bob alone, aside from perhaps some ribbing or snide comments.

I don't think they're operating under a requirement for sexual activity as much as they're just completely and openly sex-positive.
