For anthros, hair would serve no purpose and this is why Chimpanzees and other monkeys close to humans do not have hair. That looks fucking weird and if we're talking anthros how the hell do you explain biologically why the fur on their head is a completely different type of growth, appearance and sheen to the rest of the body?

    You can't.

    The hair on a furry's head is thinner, denser and longer than the rest of the fur on the body? That would make it shinier. A different coloration and separate hair-growth might even be biologically justifiable as a sexual selection trait, in the same vein as the dazzling color pattern on a peacock's feathers. That way, we can justify all the furries with crazy hair color schemes - their head-hair (and body fur, in the case of many anthro characters) contains weird pigments and patterns, which are all mate selection mechanisms.
