It's probably the context. The page previous to this one was her talking about him being able to handle her sexual appetite right before beginning to undress, so it looks like Kyra's getting ready to start something very explicit. Even if this page is incredibly, heart meltingly adorable, it seems reasonable to assume that her being topless is setting up something lewd!

Potentially. But I'm not sure how far context is taken into the rating system with this site being primarily ran on "Tag What You See". However, I do see that it was changed to Questionable, so I guess we'd have to ask the mods that one.
