this is actually an interesting story about credulity and the power of internet.
it's entirely fabricated.
some people just made a bet among themselves "let's spam social networks with picture saying this sign is a racist symbol for "white power" and see if credulous people buy it." to see if the public opinion could be easily influenced.

I've never heard that one before. I have heard though the ok sign has a different meaning in certain countries and is seen as a crude gesture.
