It doesn't make sense to cut the cords after they use that tool, seeing as that tool crushes and disconnects the cords....

Not quite. Having dealt with equine castration before i can tell you there are different tools used for the trade. The one shown here is just to pinch off the bloodflow and numb the whole package. To sever the cords completele after the numbing is effective a different, more heavier tool is used.
