It's the implications system. Certain tags can only happen when other tags are also valid (eg every post with "eagle" also needs "avian" or every post with "big_breasts" needs the "breasts" tag) so certain tags are defined to imply other tags, anytime a post is edited the system automatically adds any implications that aren't already there, that way they can't be forgotten.
