you doubt he could? are we looking at the same photo? There is nothing holding him there strong enough ot placed in any appropriate place that could or would keep him from getting down if he so chose so.
Not only because hes a horse and that crap is, unless it's made of titanium or mythril or something of similiar op nerd origins, way too weak to hold any living being in place save for something like a rabbit at best, but also...the placement isn't restraining, it might hurt him, but it won't do any major damage and it isn't going to pull enough to make him think twice until he has already broken free.
