It's considered beastiality because the character Fiamme is a feral (At least, from the posts I've seen)
Anthro/feral is considered beastiality on e621, therefore it has been tagged accordingly

Not an argument you can use for tagging when characters can be drawn in different form.
Most of what I'm seeing is some variety of semi-anthro and I guess from there it's a matter of where the toggle-line is between what counts as semi-anthro feral and what counts as semi-anthro anthro. This one's probably on the feral end anyway though, judging by the visible forelimb.
