Clifford is usually said to be 25 feet tall (from paw to head, and it varies in some sources). Assuming that Clifford stays that tall when humanoid, we can reference the phone against her head.

Anatomical proportions are typically such that a character's head is an 1/8th of their height, although maybe for this image in particular it'd be more like a 1/6th or a 1/7th. The phone looks like it's about 2/3rds the size of her head.

Being conservative, the phone is about ~2'1". Being generous, it's about ~2'10". Then again, I approximated a lot of things, and the parent post kinda throws all this out the window considering how small that person is in her hand, so maybe you're right. It must get great reception with such a large internal antenna though.
