I can't see whether or not Natani's Keith and the fluffier/cuter Keith are wearing their ankle wraps. Both Keiths could be 'streaking' for all we know. I certainly wouldn't stop them.

I know this is a year old but my guess is that since there are snowflakes coming off from it and what their species are. Its more than likely to keep them cool
