Got a good feeling the dragon is attacking the richest kingdoms because they inevitably produce a warrior that hunts a dragon to kill. And with dragons taking so long to reach maturity, their population is in decline and younger adolescent dragons are becoming the target.
S/he got carried away in the (more-than-likely self-appointed) task of protecting the dragon species, and we see this when s/he realizes how the kingdoms razed were affected, but ultimately they can reproduce way faster than the dragons so s/he doesn't consider it a terrible thing.

Pray tell, dragon. Why did you destroy two different kingdoms for no apparent reason?

Nothing can excuse the destruction of the poor Slime kingdom, never forget!
