Ehh, to me, censorship is censorship, even if it's 'sexy undies' censorship.

Also, anyone else notice more and more...weirdness the longer you look at the image?

Well, going from top to bottom, lets start with the face. At first, I couldn't figure out why it looked weird, until I noticed that her snout is not only a tad short, but is sporting a little canine nose on it. A little nitpicky yes, but then we move onto the dreads.

The way they're shaped and positioned...make them look like a ballsack, especially with the sweat running down them. Next and this is another...strange one, but, her shoulder pads are sliding down her arms, turning more into...arm-bands.

Then further down you get to the fur transitions, which rather than showing how Lucario's fur differs in type, they just sort of...change color. Another nickpick, for sure, but I'm not quite done yet, there's two more things that bother me, her left leg and her tail.

The tail one is simple, it's...straight up a cat tail, not a Lucario one, it lacks the hook at the end of it. Then there's the leg and...well, it just might be me, but the way her thigh goes into her left rear cheek looks really...awkward to me. It might just be positioning but I can't shake the feeling her left cheek is disproportionately small to the right one.

Now that I've looked at this longer...I'm starting to think this image wasn't originally meant to be a Lucario, but got Lucario details added onto it.

Yeah, I believe that might be the case.
