Well What She is saying does come across as Flirty to Me as well. Perhaps with how She is positioned and the fact that Kion is standing up. Fuli "might" be getting a nice view of Kion's Lionhood.

If Kion Realizes that Fuli is admiring Him, He "could" be getting "excited."
