The reason those censor bars are there is because of Japanese laws. They're, in some ways, less strict than us and in some ways more. Actual intercourse is pretty taboo for them, and so are proper genitals. You will see a lot of ass and titty even on regular TV, but even in dedicated porn there's always censorship.

Generally artists don't want to risk and avoid posting human explicit content on IB.

Pretty much this. e621 is pretty unique in the sense that we do still have manual curation in place. Basically all other websites rely super heavily on user reporting.
This is also the reason why some artists on furaffinity sometimes get banned for stuff they uploaded over 10 years ago, once they anger someone and that someone reports something possibly underaged from their gallery.

But also dagasi does have e621 account and has posted their own material here, so if people would just calm the fuck down and wait for either that or inkbunny release instead of constantly uploading inferior twitter copies or censored copies that would save a lot of my time as well as I wouldn't need to constantly be cleaning these up.
